On December 28th, the China Offshore Engineering Equipment Technology Industry Alliance (hereinafter referred to as the "China Offshore Engineering Alliance") was established in Beijing. Xin Guobin, Vice Minister of the Ministry of Industry and Information Technology (MIIT), Li Dong, Director-General of the MIIT's Equipment Industry Department, Wan Min, President and Director of COSCO SHIPPING Group, and Academician Wu Yousheng from the Chinese Academy of Engineering jointly unveiled the plaque marking the alliance's establishment.

The China Offshore Engineering Alliance was initiated by seven leading enterprises from the "Offshore Engineering Whitelist" published by the MIIT, representing the backbone of China's offshore engineering equipment manufacturing sector. It was established with the participation of major domestic offshore oil development companies, research institutes, universities, key system and equipment suppliers, as well as relevant financial institutions and industrial funds, pooling high-quality resources across China's offshore engineering equipment industry chain encompassing "production, academia, research, application, and financing."

The working bodies of the China Offshore Engineering Equipment Industry Alliance consist of the Alliance General Assembly, the Council, the Expert Committee, the Secretariat, and specialized working groups. The Alliance General Assembly serves as the supreme authority, the Council as the decision-making body, the Expert Committee as an advisory body to the Council, the Secretariat as the daily operational office, and specialized working groups as professional bodies established based on the alliance's operational needs.

At the founding ceremony, Xin Guobin, Vice Minister of the MIIT, emphasized that offshore engineering equipment is one of the ten key development areas outlined in "Made in China 2025." It constitutes the material and technological foundation for implementing China's maritime strategy and building a maritime power, as well as an important pillar for building a manufacturing powerhouse. There is great potential in developing the offshore engineering equipment manufacturing industry. During the "13th Five-Year Plan" period, China's offshore engineering equipment manufacturing industry should identify the convergence points between transformation and upgrading and real-world demands to improve the efficiency and quality of development. By 2020, the aim is to cultivate a group of world-class advanced offshore engineering equipment manufacturing enterprises with strong core competitiveness and initially establish an offshore engineering equipment industrial system characterized by substantial scale and strength, strong innovation capabilities, good quality and efficiency, and an optimized structure. He expressed hope that the China Offshore Engineering Alliance would play a significant role in China's journey from a large to a strong offshore engineering equipment manufacturing industry, focusing on creating platforms for collaborative innovation, demonstration applications, standard and specification development, and international cooperation and exchange.

As a representative of the alliance's founding members, Wan Min, President and Director of COSCO SHIPPING Group, stated at the meeting that the establishment of the China Offshore Engineering Equipment Industry Alliance fully reflects the state's high regard for the development of the offshore equipment industry. COSCO SHIPPING Group will fully support COSCO SHIPPING Heavy Industry, serving as the inaugural president unit of the alliance, to play a bridging and exemplary role during the alliance's growth. The group will spare no effort in contributing to the alliance's development, providing excellent services to other member units, and collaboratively promoting the healthy development of China's deep-sea offshore engineering equipment industry alongside alliance members. Furthermore, it will drive the construction of innovation centers for offshore engineering equipment manufacturing and play a positive role in optimizing, strengthening, and expanding China's offshore engineering equipment industry.

Liang Yanfeng, the inaugural president of the China Offshore Engineering Equipment Industry Alliance and General Manager of COSCO SHIPPING Heavy Industry Co., Ltd., made a solemn declaration on behalf of all alliance members: The China Offshore Engineering Equipment Technology Industry Alliance will be guided by national industrial development strategies and objectives, optimize resource allocation, promote strong alliances, facilitate the integration of the entire "production, academia, research, application, and financing" industry chain, drive technological advancements and industrialization of deep-sea offshore engineering equipment, and forge a Chinese image and brand for deep-sea offshore engineering equipment.
